I think part of the issue is that the 15% does not necessarily go to the server. Some of the waiters/waitresses are hoping for additional money as they do not get any of the 15%. If you are forced to give 15% and it doesn't go for tips, there isn't much we can or should do about it. Not giving any more money!!
I recognize that there are "cheap" people in this world, but when you remove the discretion of tiping, generally their is no incentive for good service. I recognize that this not true for all employees but I am making a general comment. If I have the discretion on tipping then there is a better chance that my waiter is going to work for his/her money.
