Maximum foreign ownership of a US airline is 25%, not 19% and the reason Lufthansa bought in to Jet Blue was to secure connection opportunities for their passengers at JFK. Lufthansa is a Star Alliance member and their largest US market had no significant presence from any other star alliance member. I believe you will also find that Air France is larger than Lufthansa, especially when you consider the other airlines Air France owns, like KLM.
