Just saw that I missed Rob's questions, sorry about that, but better late than never.
Balloon fishing, is when you have your line on a normal rod or more traditionally on a kind of roll, where you hand roll the line off and on (no mechanics). At the end of the line you have a special tackle which is very close to a standard bottom fishing set-up, with bait like squid or ballyhoo. Instead of casting the tackle, you tie a balloon to it and let the trade winds carry it out for i.e. 100 yards or more. You then pull hard on the line and the balloon will release and the bait and tackle will sink to the bottom. Then you have a case of Balashi and wait.
