First of all to answer the original question isn't there a party boat for bottom fishing at the Renaisance marina? I see him there every year and he charges around $45-60 pp to bottom fish some inshore reefs.
Balloon fishing - sounds interesting but why not just anchor up over the structure or spot you want to fish and drop the line in. We kite fish sometimes that has proven to be productive.
We use ballyhoos here in NJ while fishing the deep. We troll them with islanders. It's like candy to our white marlin, Big Eye and Yellowfin tunas!
Rob there's a tackle shot right next to Japanese place or few stores across from the casino at the market place. He's been there for maybe 2-3 years.
