come to think of it, i think i know why i couldnt activate the SIM.
you have to go to options/mobile network and change the network technology to GSM/UMTS. don't leave it at Global - it won't pick it up.
after doing the above, my data network was running on EDGE (3G) and calls were made/received with ease. however, by that point, i was running on my vze global SIM card and not SETAR. i was so afraid of losing my connection, that i didn't dare switch SIMs to test the SETAR one.
