The TDS course is an easy course for the beginner as well as the low handicaps, since only the wind will present a real challenge. The low handicapper knows how do deal with strong winds and the beginner rarely gets enough airtime for it to be a problem , so it is actually a good open course for beginners.
Normally a top quality course like TDS would not let you in with anyting over 36 (some times 18) in handicap, but since there is plenty of room there at most times (maybe because of the around $200/person/round), I actually do not think that they even ask for your skill level.
Other golfers on the other hand might not appriciate being behind you if you use 10 strokes per hole in average, so I would recommend that you choose a late tee off time i.e. 2pm. But that all depends on how many players are on the course and how many in your ball.

I am sure you would enjoy playing golf in Paradise though
