i am pretty sure customs has "heard it all".
the aruba postal system is not efficient and your efforts of sending the wrappers back home could be a crap shoot.
i am not sure that it would be worth breaking "federal law" for the sake of a few smokes.
lots of cigar lovers really do love the aruban or dominican cigars and find them quite comparable to the cuban brands.
(the extreme).............imagine doing time in Federal Prison making "little rocks outta big rocks" all for the sake of being dishonest going thru customs? 
wonder what the us customs agents do with all the contraband (not including food) they confiscate? at the end of the day, do all the agents before they say their good buys reach into the confiscated bucket and pull out cuban cigars.............and then drive off with a big one hanging our of the smiling corner of their mouths?
