The only two places actually PADI certified is that place and Red Sail sports also suggested by Chadd and DannyO
Sorry I do not know where you received your information, however it is not correct. Below is the most up to date list of PADI certified facilities on Aruba. Some are "Gold Palm Resorts" because they offer a higher level of classes, including instructor development programs, but all are certified to offer what you are looking for.

No it is not. We used Aruba Watersports Center. We originally WANTED to go with Unique due to their reputation, but they wouldn't "give us the time of day". Others here speak very highly of them.

From my review:

"We chose Aruba Watersports only because Jerry and and I had both gone over to Unique's place on separate occasions and we both got rotten attitudes. Could see if it were an isolated incident, but 2 different days and 2 different people... in my mind, no excuse."

It basically came down to they were not willing to commit to a day for the class or if they were going to be offering one at all that week.

For more opinions, there are a good number of reviews at http://www.tripadvisor.com/Attractions-g147247-Activities-Aruba.html
