jazzy, i have a 2 and a 3.5 yr old and to be frank, the best thing for them is the beach and pool.
we tried the submarine when they were younger and they loved it. but it's much too expensive for what you get.
depalm is a nice. we haven't been there since 5 years ago - before the water park was opened. but i'm not sure about spending 100 and being locked on the island for the entire day. the snorkeling was at best a 1 hour event. i'm not sure how the water park is.
