We have to pay import duties. BUT, if its a gift or a "used" item it actually has no value....? I received a book a few years ago - gift, no duty. My brother sent some things for my wedding and I had to pay duty at the post office - according to "their calculation". He then sent little gifts FedEx (MORE expensive) for my baby and we paid no duties...
You can state a value, but also state it is a gift! Maybe then no duty. Post office is getting better here since it "privatized."
