I have sent packages to a resident several times and yes, they do have to pay a "duty tax" when the package is picked up. Also, each time the box was opened in front of the recipient before it was given to them...I guess to ensure that what was listed on the form is actually what's in the box. I'm not sure how the amount is calculated but it's usually been around $10 or so, I think.
