Another "no" on DePalm Island - there are too many great places to snorkel for free. You'd probably have a much better time for a lot less money on a snorkel cruise as well.

Try Malmok Beach on the northwestern shore for snorkeling. If you rent a car, the map will highlight snorkeling/dive locations. Remember where there are rocks there are fish!
