I know that both Tulip (as Andrea mentioned above) will take groups of 20 and, believe it or not, Passions will as well and they'll set up the tables however you wish.

I've never seen kids there before but if the kids are well-behaved and don't ruin the atmosphere/dinner of others (since it is more of a couples/romantic setting), I wouldn't think it would be a problem. I'm not sure what your definition of "raving kids" would be.....

Our dd was probably 10 yo the first time she was at Passions. She was bored at one point between courses and kept herself occupied walking along the water's edge. I could imagine smaller kids playing in the sand as long as they were low key and did not hinder the wait stafff.
