Is the 15% restaurant service fee the tip or something else? I saw some posts where people mentioned the waiters still expecting a tip on top of that so i'm confused.

yes if a 15% is already included it is a tip.
it is shared by all wait staff, bus boys/girls.
if service is good we and some others add 5% more.
if service exceptional, another 5% or more can be added.
but pretty much yes 15% is the lowball tip
