Does anyone know of a florist who creates flower leis?

I've done anywhere close to 300 weddings in the last 5 years and only once I've seen leis and they were from artificial flowers. I'm thinking that they were imported by the couple.

Now I'm not implying that it's not used here on the island, I've never seen them at weddings I've done and I've done quite a few.

What I suggest you do is call the different flower shops and discuss it with them and request for them to send you images of an example in the colors you would like to see.
