There are Capital Grille's that are not THE Capital Grille's. I know there is one in Concord NH that is not affiliated with the nicer one.

It appears that a company called Darden (?) bought a few chains including Longhorn and Capital Grill - lets hope they keep the CG's upscale!

Oh, and so far Bucuti is where we are leaning! Followed by Holiday Inn

If you can swing it not going all inclusive, imo, your best best is the Bucuti and then just rent a compact car to get you to downtown Oranjestad or Palm Beach for nightlife and activities.
