Not that I understand much, but it sounds like a typical governmental issue. And Aruba wildlife supporters protesting because this was supposed to be one of the protected nature areas.

An investor from Venezuela who studied in the US is looking for investors to start with a green bungalow hotel. But from what I understand, mosquitos are bad there

ECO-Resort Awaits Zoning Policy To Start Construction at Isla di Oro

Tourism Minister awaits changes in the ROP (ruimte ontwikkelings plan Ė zoning policy) to proceed with developments of an eco resort at isla di oro.
The project is a construction of 60 over-water bungalows. It started about 2,5 years ago, but was stopped due to various reasons, such as petitions and protest by NGOs.

The changes in the ROP will facilitate three important aspects at isla di oro.
According to the infrastructure minister, who is in charge of the zoning policy, the ROP will be adapted to prevent the mangroves in the area to be destructed, protect the marine life in the area of isla di oro that will be maintained by the marine park (more about this later in next news topic) and to bring economic developments to isla di oro, which is not owned by the government, but private property.
Not everyone is happy with the project Ė Aruba Bird life Conservation, one of the NGOís thatís against the construction of the resort, shared a post on Facebook showing boat drilling at isla di oro.
Donít know where isla di oro is?
Itís between pos chiquito, pos grandi and savaneta, covered with beautiful giant green mangroves.
Hereís the image shared by ABC. (Photo at link)

Another group called Aruban Warriors are also against the resort, and they are organizing a protest on April 2, 2018 (11:00 AM) at the entrance of isla di oro, and with kayaks through the lagoon.
Economic development is great, but it can also cost you natural resources and habitat for flora and fauna. There needs to be a balance.
In February 2013, 21 members of the parliament voted to protect the mangroves area in savaneta (and as one of sixteen other important natures ares on the island, under National Park Arikok).
Five NGOís officially informed the government on April 2016 that they are against the development of a hotel at isla di oro, near the mangroves.
More information about the project will be released during upcoming government press conferences.

Here is the FB page of Greg Peterson, who tries to preserve Aruba's Birdlife and to protect Aruba's Nature. There is some additional info/videos regarding "Isla di Oro":

    From Angelo Limon's Newsletter:

More Information About Developments at Isla di Oro

As long as the “zoning policy” better known as the ROP “ruimte ontwikkelings plan” doesn’t change, project isla di oro cannot proceed. This was confirmed by one of the investors and the tourism minister.

However, the tourism minister and infrastructure minister, who is in charge of the zoning policy, confirmed that the ROP is in process of being adapted.

It’s not certain when the ROP will be changed, but it will be sooner than later, according to one of the investors.
Besides the ROP that needs to be changed, there’s several NGOs that are opposed to the project.

Isla di Oro project was approved by the previous government, and the current government, which is a coalition of three different parties (AVP, POR & RED) also approve of the project.

The official name of the project at isla di oro is ZoŽtry.

ZoŽtry Isla di Oro will be an oasis and one of the only resorts in the Caribbean offering over-water suites.
Here’s a model of the upcoming project… (Photo at link)

According to the investors, the project is environmental friendly and is destined to be a eco friendly tourism project. Tourism and infrastructure minister promises that if the project continues, it will do so only if it is approved by international regulations, and has to withhold to environmental regulations. This means protection for the mangroves in the area.

The project should be completed within two years after successfully changing the ROP, according to investors of this project.
Not everyone is happy with the project, because NGOs are of the opinion that the area is protected wetland, and construction is prohibited.

President of Aruba Birdlife Conservation is ready to take the investors to court, if necessary. Even if it has to be dealt with internationally, in order to stop the project from proceeding.

Another NGO called “Arubian Warrior” protested against the project with a demonstration on April 2, 2018 in front of the entrance at isla di oro.

Whether the project will continue lies on the changing of the ROP and manifestations of the NGO’s.
