They are not protected and I never heard of this otherwise they wouldn't be having them allowed in gamefish tournaments. The only fish we don't bring in is a great white, they are federally protected.

Most open ocean sharks fall in this category due to commercial overfishing oversees. Fortunately us small guys can still catch an occassional shark for the time being.

Every big game tournament is fully sanctioned and legitimate. They would never allow an illegal weigh in without a stiff fine and possible boat confiscation.
