One question, if someone is in transit from USA to Vzla as stopping at Aruba has to pay tax?

check with your airline.
your eticket receipt should give you the entire breakdown.

A transferring passenger must follow full check-in procedures for the connecting flight and therefore pays the same charges as passengers originating from Aruba. If in Aruba on transit for less than 24 hours, these charges are waived for passengers transferring to non-US bound flights.
