Question Aruba ID Card

Someone made reference once to a card you can get making it easier to prove that you live here (at least part of the time) does anyone have more information?

I beleive you have to establish residancy with the Government.

You will get a lot of discounts around the Island. One example is greenfee at Tierra del Sol.

So does anyone know where to get this? or if we can? we own our home here (thus pay property tax etc) and are always told we can just bring a copy of a utility bill or the likes to prove to get discounts (mainly for golf) so i just thought this might be an easier route.
