Ugh... I don't like them. I know them too well from living in Germany and Switzerland. It's a pain in the butt. They charge by the hour! Some allow parking only for two hours, then the car has to be moved. If the time is up and the car is still there, they will give a ticket. Many cities have them, it has nothing to do with tourism, it's just another way for the cities to collect money (from parking and the tickets for being late).
When on vacation in Aruba, I went almost every day to Oranjestad and parked almost always at the Marketplace Mall. I LOVED the free paring and having peace of mind.
