Yes, the only way to get to De Palm Island is to take their ferry. That ride however can only be purchased as part of their day pass or "passport to paradise".

"De Palm Island By Bus (fullday)
Price: Adults: USD $89.00 / Children: 44.50
Departure: 9:00 a.m. Duration: 8 Hrs
Days: Daily

Best snorkeling spot on Aruba!! Spend a full day enjoying spectacular coral formations and marine life. Swim, snorkel, or just simply relax.
Inclusions: Transportation, Food & Beverage, snorkel equipment & instructions, guided snorkel tours, the new Blue Parrott Waterpark with 6 slides and about 70 watergames and beach facilities. Kids 0-2 years free and kids 3-12years half price.
Optional activities: Snuba & Seatrek"

The Renaissance Resort sells day passes to their private island when hotel occupany is below 90%. Their day pass is $75 and includes lunch and a drink. Again, purchasing the pass is the only way to gain entry to their island.

Have you tried snorkeling spots such as Boca Catalina or Malmok from shore? That is free, all it costs is your transportation up to that end of the island. See Best Areas for Snorkeling?
