Welcome, read the site carefully and then ask specific questions.
Lots of people stay at Tamarijin, so there's plenty of info out there.
No, mopeds aren't a good idea. Either rent a car or jeep or plan on taking cabs to locations. Weather is mostly 80 degrees with a slight breeze.

Welcome to the bulletin board. First off the Christmas decorations at the Tamarijn are very very pretty. I hope you enjoy them half as much as I did.

There are reviews of the Tamarijn at http://www.aruba.com/forum/tags/tamarijn+review.html

There is ATV info in these threads:
http://www.aruba.com/forum/tags/atv.html

We enjoyed our ATV tour with Kini Kini. I wrote about our experience at I wrote about the experience at http://www.aruba.com/forum/f32/arubalisa-we-await-reports-aruba-31671/#post112775

There is more info in the post at
http://www.aruba.com/forum/f10/atv-tours-help-30543/#post112592 and http://www.aruba.com/forum/f10/atv-tours-help-30543/#post106257

If you book your tours through the concierges at the Tamarijn you will be booked on all De Palm tours. They are the largest tour operator on the island.

December weather
Average high temperature 87 F.
Average low temperature 76 F.
Average temperature 80 F.
Average water temperature 81 F.
Average rainfall 3.3 inches (20.3 inches annual)
Average windspeed 15 mph

For full disclosure, December is rainy season. BUT we were in Aruba last December for 12 nights and could not complain about the weather a single bit. It rained every day mainly early morning and late night. By 10 a.m. all but two days the sun was out and shining brightly. One day was overcast with showers late afternoon and another day was showers off and on until about 3 p.m. when it cleared up and the sun came out and dried things up.

Any other specific questions, just ask.

There is a ton of discussion about dress code at the Tamarijn/Divi at http://www.aruba.com/forum/tags/tamarijn+dress+code.html. Just think casual.

As long as you have a credit card and are old enough it is easy enough to rent a car or jeep and head out and explore on your own.
