Interesting observation - It says a lot

Aquamarina Bay was supposed to be a condo, hotel mixed use resort. This was prior to costruction starting. The first or bottom floor wa designated to be shops - with focus on jewelry shops - to basically serve the cruise ship passengers.

Since then, the building has gone through several major changes such as an increase in commercial space.
