Winter yes, aruba clocks don't change.

Depends upon time of year.

Right now they are an hour ahead of EST.
They do not have daylight savings time.

During summer, time will be the same as the East Coast US

Aruba is on Atlantic Time which is 1 hour ahead of EST. When the East Coast is on Daylight Savings Time (March 14th), the time will be the same.
