    ORANJESTAD — This week the government and representatives from oil refinery Valero in San Nicolas met to discuss the future of the refinery. A committee is to evaluate the possibilities in the coming months.

    Minister of Economic Affairs, Communication, Energy and Environment, Mike de Meza, stated a committee will be formed that is to evaluate in the coming months if the refinery still has a future. If the refinery closes down entirely parties are to decide what happens with the premises. The discussions with Valero hardly produced anything new. A few oil companies are still interested in take-over or collaboration with Valero. Other possibilities are converting the refinery into a facility for the petrochemical industry or alternative energy.

    Transshipment
    Valero purchased the Aruban refinery in 2004. The oil refining was discontinued in 2009 and in 2012 after a restart owing to lack of profit margin on the produced final products. The company had put the refinery up for sale but promised to keep it in good repair to facilitate a restart and not put off potential buyers. In the meantime the refinery is used for transshipment and storage of petroleum products with a capacity of 12 million barrels of oil in 63 storage tanks, and a harbor that can handle the huge oil tankers. This storage and transshipment is lucrative and will continue for the time being, the government concluded from the meetings with Valero this week.

    Also PDVSA is currently paying Valero to store crude at the refinery. Storage capacity in Venezuela is still greatly diminished due to a large Venezuelan storage facility fire in 2012 besides, the fact worldwide there is an oversupply of oil.

    We drove past the refinery yesterday. Road construction is improving access to Baby Beach, but the refinery looks pretty much deserted. Baby Beach is still very nice, except for the poor condition of the beach sand which is full of dead leaves. A young man approached us to rent beach chairs and a "cabana" to us at $8.00 and $48.00 each, respectively. As far as San Nicholas is concerned, the area did appear to be a bit neater and cleaner than in previous visits.

    This week I learned that the government is looking into the possibility of dismantling all or part of the refinery and some reclamation of the land. This would be a major project. It will be interesting to see where this ends up.
