I went as a single traveller and stayed at both the Mill and the Radisson. The Mill was friendlier and priced the best. ($60 a night for a huge, clean room), and because it is smaller and more laid back, it seemed like people were much more approachable. Friday night there is a big party atmosphere there and lots of local folks come which is fun. Beware the poolside rooms, though, since they are noisy until 10:30 or so. The Radisson was not very friendly, although the rooms were beautiful.
As for traveling solo in Aruba, it is easy and safe. It is easy to take the bus to any of the main attractions, and people will talk to you if you are friendly. I have heard that the Renaissance downtown is good for solo travelers because it is in the middle of everything and other singles stay there. It seems kindof random, frankly, whether or not you manage to meet people or whether or not you'll find any other solos. Good luck!
