We recently purchased a condo and will soon switch the names on the water and power accounts. Must we have a bank account in Aruba for future payments, or can you pay some other way?

You'll need a bank account unless you're paying through a property manager. The utility companies don't take credit cards.

Because of the issues highlighted with some of the banks charges outlined in other threads we walk into the Elmar Office and find it easier to pay 6 months in advance in cash and just hold a positive balance in both water and electricity accounts. We just calculate what was used in the previous period and add 10% or 20%. You can pay both water and electricity at the Elmar Office. To be honest the interest rates are so dire in the Aruba banks we find it the easiest way as its not like we lose much money (if any) by keeping the money in the Utility accounts. When we return to the island we just make another payment etc. We use the Elmar Office at Hato (Between the Hotels and the Tanki Flip Roundabout).
