Depends on what your definition of "local" is. If it's "any establishment on the island", then sure it's local. However local usually pertains to having some resemblance of local(Aruban) people/culture and not mostly tourists or expats.
Arubans are locals. Everyone else can become local over time. By learning our language, appreciating our culture, music etc. Someone can live here for 2 months and be more "local" than someone living here for 10+ years. Same goes for businesses. It's not a black or white thing. A place like Aflies for example can be considered local as it's not oriented towards one specific group of peoples. Places like Cafe 080, where a vast majority of their clientèle are Dutch (expats) isn't really considered local by Arubans. Dutch people are certainly not automatically local. The opposite is also true; Arubans who go to the Netherlands for university are definitely not considered locals.
Personally, if I come into a place and they can't speak Papiamento, it's a big red flag. They don't need to be speaking it fluently or even answer in Papiamento, but they must at least understand me.
