    No crowds.
I have been told by a few it is almost 20% but those few are resort workers and not government officials.

Hilton is at 14% (only one tower open).

Tamarijn is in the middle of a huge renovation and has gutted all of their rooms.

Amsterdam Manor is also in the middle of a resort-wide renovation. All rooms gutted for new kitchens, bathrooms, etc. along with updated bars and restaurants. They do have a few rooms occupied at the moment with some Dutch Marines and U.S. medical personnel.
