We have some good friends that are putting together a giant celebration and are looking at a giant house on Koyari rd. Its near the bird sanctuary and I am worried about it being to close to the treatment center. I am worried they may smell it and for 20k for xmas week Id loose my mind if I had that happen to me/them, lol. Thanks all.

I've been there before, nice place. The wind blows from the NE, so the house is perfectly situated in relation to the treatment plant to avoid any issues. That's why if the smell does happen(its not always present), it blows towards the Manor(opposite direction). Straight answer; yes, your good to go! If you have any worries though, there are more houses to choose from!
From the website it looks like it is far enough away from the Rui. The road in front of the Rui has been constantly flooded of late with sewer water.
