In June of 1996 the office of the High Commissioner of the Aruba Financial Center was established in order to further develop the Aruban financial offshore and onshore services. Next to developing financial services and providing the necessary legislation, the center is also the Government's regulatory body, encompassing the issuance of the declaration of no objections necessary to establish corporations and the issuance of permits to establish trust and management companies. Legislation is under preparation to empower this office with the general supervision and control of the trust and management companies. The Aruba Financial Center has a dual function: the development of financial services and to control its growth to the extent that only quality business is entertained. Much emphasize is put on the efforts of the trust and management companies to establish the " know your costumer" policy based on a set of guidelines. Permits to these companies are to be issued on a yearly bases and extended only when these guidelines are met.
