After a year of their online access being "renovated" Elmar now have a new online access system (Whoopee !!).

Took me 5 mins to register with a bill to hand and provided me with virtually instant access to current and historic billing. Just for once it looks like they have got something right... The last year has been a pain with no online accessibility especially when we have been off the island. New system is a marked improvement.

Web are upgrading their Website too to allow SMS notification of bills. I have registered but it takes a few days to activate apparently.

quick question. Does this new system let you pay the bill online as well? Bank transfer or credit card?

Sadly not...

The limits of the Online Access appear to be as follows:

This page displays the primary customer number used for registration as well as any other location subsequently linked to your e-connect account. Each location will be displayed separately.
Clicking on a specific location will provide additional account information and provide features and options to:


View current bill
View previous bills
Sign up for e-billing
View your service status
Submit a meter reading

By signing up for e-billing, you will receive monthly email notification when the bill is ready to be viewed.

Unfortunately e-billing simply means receiving the bill electronically and NOT unfortunately being able to pay the aforementioned bill online. Big shame...

It is possible to set up a direct debit at the bank for Elmar to remove the bill amount each month. I know that there is a charge involved in this as we looked into it a few years ago.

Last year when I was leaving the island I calculated what the maximum usage would be whilst we would be away i.e. Pool Pump, lighting etc from previous years bills. I totalled the amount for the period we would be away, added 20% and simply walked into the Elmar Office at Hato and handed the amount over in cash in advance. This worked and was accepted but is not really a 21st Century (Or even a 20th Century !!) solution to the problem.

The new website is better than before, and definitely better than having the "No Website" we have had for the past 14 months but it definitely has its shortcomings especially around the online payments department as you have highlighted. In Aruba, unfortunately I have found that neither, Elmar, WEB, SETAR,The Property Tax Office or the Vehicle Registration`Offices (or much anywhere else) permit direct payment on their Websites.

Maybe we are just spoiled in our home countries - Hopefully Aruba will catch up soon.
