where does one purchase an all day bus pass?

Passes are not sold on the buses. They can be purchased at the kiosks at the Oranjestad or San Nicholaus bus stations. They are also available at many of the little markets around the island. The markets usually have signs in their windows saying that you can recharge cards or purchase day passes there.
